It's a scale. An insect with piercing / sucking mouthparts that is feeding on the plant phloem

It's not going to turn into anything else - this is the adult form. They secrete honeydew from consuming the plant sap. Sooty mold often grows on the honeydew and ants may eat the mold.
Often these insects are female or hermaphrodite. Very few males. This specifically is the "cottony cushion" scale or Icerya purchasi of you want to read up on it. Interesting creatures.
