@debslegge You bend down and slurp the first bit. And the glass is in a little box that catches the excess. I'll have to read up on the cultural significance. Generosity?

This just in from my expert friend: "The custom is called sosogi-koboshi (Meaning … umm … to pour (until it) spills over (?)) and is generally seen as a positive service for guests. It's also relatively new, having started just after WWII at small bars under raised railroad tracks. Often times when we order a drink, it comes 70-80% filled. So by filling the glass to overflowing it's like you're getting something extra, or you're being treated special.
You don't need to drink the overflowed sake from the masu (the wooden box), and many don't as they're generally not very clean." So I was kind of on the right track. Thanks Jason.
